                        Sub: Tamil Nadu Pay Grievances Redressal Committee – 
                               Constituted for perusing & make recommendations on
                               the anomalies on Pay  Scales - Regarding

                        I invite kind attention to the references cited.
                  
                        2. First of all I bestow my  sincere and Heartful thanks to Hon’ble Supreme Court of India and Government of Tamil Nadu for  constitution of Pay Grievances Redressal Committee under your esteemed dynamic Chairmanship  to examine the anomalies on Pay Scales based  on the Orders already issued in G.O.Ms.No.71, Finance (Pay Cell), dt. 26-02-2011 & G.O.Ms.No.242, Finance (Pay Cell), dt. 22-07-2013 on the decision of earlier Committee Reports and for necessary recommendations to the Govt. with your specific remarks for consideration by the Government on the Pay Scales / Grade Pay etc. of various categories.

                        3. In this connection, I wish to state that though the terms of reference confined to specific categories / issues, the ground reality is still deeper on Promotion Policy of Govt. A Welfare state should ensure that every section of officials and employees working in the Government sector should have the satisfaction of getting their due in time, both in terms of promotion as well as in pay benefits, without any real perceived discrimination without glaring anomalies.  With due respect, I request you to kindly spare few minutes to go through the Representation & make specific recommendation to Govt. which you deem fit correct.

                        4. It may be appropriate to mention here that  a decade ago Tamil Nadu Government  constituted a Committee under the Chairmanship of Justice Dr. A.K. Rajan on Administrative Reforms  recommended among others;

                        5.   “Rules shall be modified prescribing minimum service at all  levels for promotions; periodical promotion (like IAS cadre) may be given to all category” (vide G.O.Ms.No.24, P&AR Department, dt. 17-02-2010)  in   Sl. No.39 (para 22.01) But a decision has been taken  then that “Regarding periodical promotion, the existing system is working well and no modification is considered necessary”.  But in reality it  is not so   even in Secretariat & in other Departments as well  as many less qualified, less experienced  got quicker promotion(s)  than those who put in long service deprived their due promotions for obvious reasons. On scrutiny, in  one case, an individual appointed in Rural Development Department recruited through Group-1 Service in Tamil Nadu got Super Time Scale of Pay (ST) promotion viz. erstwhile PB 4   in just 8 years while  Regular Recruit (RR) IAS Officers have to wait roughly about 13 to 15 years to get Super-time Scale of Pay (as already reported with statistical data in letter dt. 2-1-2020)

                        6. On a random analysis, it’s found that in one department with 8 years Service in erstwhile PB3 Pay Band reached Super-time Scale of Pay even earlier than Regular Recruit IAS, also in Secretariat many Juniors got early promotion to erstwhile PB4 Pay Band after implementation of VI Pay Committee Recommendations.  This burning  issue has to be critically reviewed & resolved  based on the recommendation of Justice Dr. A.K. Rajan, Committee on Promotion Policy  also in line with guidelines issued by Govt. of India in No.AB.14017/27/20 14-Estt.(RR), Ministry of Personnel P.G. & Pensions, dt 20-1-2015 (copy enclosed) to start with State Service Posts (TN General Service) at the first instance to rectify the glaring anomaly between erstwhile PB3 category posts & PB4  posts (Non-IAS) in Tamil Nadu  notionally from 1-1-2006.  It may be pointed out the anomaly in GOI  is not alarming  as in Tamil Nadu as  they have fixed minimum service, qualifications in each category of post(s)  for promotion in Generalist categories (Non-IAS posts)

                        I therefore respectfully request you to kindly spare few minutes & go through the Representation in the interest of Natural Justice,  recommend to Govt. with your valuable observation/specific remarks  to curb/rectify  the route cause for alarming anomaly between erstwhile PB3 Pay Band & PB4 category posts as explained above & render justice to few affected Seniors.   Since I undergone open-heart surgery some time back, due to  medical treatment & fear over CORANA I extremely regret that I could not put forth my points on 20th March, 2020 in person as desired.
